अगर मधेश की जनता आजाद होने के लिए जनमत दिखाती है, तो सैद्धान्तिक रुप से UN और दूसरे देशों को आजादी आंदोलन को मदद करना होगा । क्यों ?
१. UN की साधारण सभा ने १९६० दिसम्बर १४ को Resolution 1514 (XV) पारित किया था, जिसमें अधिकांश सदस्य राष्ट्रों ने हस्ताक्षर किया है। उसके अनुसार:-
(क) हरेक जगह की जनता को आत्म-निर्णय का अधिकार प्राप्त है, जिसके तहत स्वतंत्र रुप से वह अपनी राजनैतिक दर्जा निर्धारण कर सकती हैं। (अर्थात् आजाद देश होना है, या किसी दूसरे देश में रहना है, वह जनता खुद स्वतंत्र रुप से निर्धारण कर सकती है)।
"2. All peoples have the right to self-determination; by virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development."
(ख) आजादी आंदोलन को मदद करने के लिए UN की भूमिका और मदद रहने की बात स्वीकार करती है। जहाँ पर अपना शासन नहीं हो, वहाँ की जनता को आजाद करने के लिए UN तुरन्त ही कदम चालने की बात स्वीकार करती है। इससे ज्यादा बात अब वे क्या कहेंगे ?
"Considering the important role of the United Nations in assisting the movement for independence in Trust and Non-Self-Governing Territories,"
"5. Immediate steps shall be taken, in Trust and Non-Self-Governing Territories or all other territories which have not yet attained independence, to transfer all powers to the peoples of those territories, without any conditions or reservations, in accordance with their freely expressed will and desire,"
(ग) हरेक जगह की जनता के ही पास पूर्ण स्वतंत्रता और सार्वभौमसत्ता निहीत होने की बात स्वीकार करती है।
"Convinced that all peoples have an inalienable right to complete freedom, the exercise of their sovereignty"
(घ) कहीं की जनता राजनैतिक, आर्थिक, सामाजिक और शैक्षिक रुप से तैयार नहीं भी हो तो भी वह आजादी नहीं देने के लिए कारण नहीं बन सकता, यह बात स्वीकार की हुई है।
"3. Inadequacy of political, economic, social or educational preparedness should never serve as a pretext for delaying independence."

(२) UN के चार्टर के धारा १ में ही जनता के लिए आत्मनिर्णय का अधिकार सुनिश्चित किया गया है। इसलिए UN के सभी सदस्य राष्ट्रों को उसे स्वीकार करना होगा।
Article I (2):
To develop friendly relations among nations based on respect for the principle of equal rights and self-determination of peoples, and to take other appropriate measures to strengthen universal peace;

(३). International Covenant on Civil & Political Rights (ICCPR) और the International Covenant on Economic, Social & Cultural Rights (ICESCR) जो कि सन १९७६ में लागू हुआ, उसमें भी जनता का आत्मनिर्णय का अधिकार स्वीकार किया गया है।
ICCPR / General Assembly resolution 2200A (XXI) of 16 December 1966:
Article 1
1. All peoples have the right of self-determination. By virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development.

(४) आत्मनिर्णय का अधिकार jus cogens अन्तरराष्ट्रीय कानून का अहम् भाग ही बन चुका है और आधारभूत मानवअधिकार के रुप में ही स्थापित है।
इसलिए हम आजाद होने की अपनी ईच्छा तो जाहिर करें अर्थात् आजादी के पक्ष में जनमत तो दिखाएँ, पूरे विश्व हमें मदद करेगा।
और नेपाल के संविधान और औपनिवेशिक शासन अस्वीकार्य होने और आजादी के पक्ष में जनमत दिखाने का अभी सबसे रिस्क फ्री, कम मेहनत वाला उपाय है -- नेपाल सरकार द्वारा कराए जाने वाले निर्वाचन में जैसे भी मत-बदर करें।
